This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

Summary

HII - Mission Technologies is seeking an exceptional Program Director to lead the Department of State’s INL/A Aviation Services Program. As the senior-most leader on the contract, the Program Director is responsible for overarching program strategy, contract execution, government engagement, risk management, and integration across all mission areas—including operations, maintenance, logistics, engineering, safety, training, information systems, and program support.

The Program Director serves as the primary executive interface with Department of State INL/A leadership, senior U.S. Embassy personnel, and HII-MT corporate leadership. This individual ensures that all contract deliverables, mission objectives, safety requirements, and performance expectations are fulfilled across a complex, multi-national aviation ecosystem operating in austere and sometimes hostile global environments.

This is a highly visible executive leadership role requiring exceptional communication, diplomacy, strategic judgment, and the ability to integrate multidisciplinary aviation programs at scale.

Program Director duties are centrally managed from Patrick Air Force Base, Florida, with frequent travel to CONUS and OCONUS operating locations as required by INL/A.

This position is contingent on an upcoming proposal.

What You Will Do

  • Serve as the principal executive authority for all contract matters, responsible for total program performance across cost, schedule, technical, safety, and mission objectives.
  • Act as the primary interface with DOS INL/A leadership, U.S. Embassy Country Teams, and the Contracting Officer / COR for all strategic, operational, and contractual discussions.
  • Provide senior-level direction for core functional areas including flight operations, maintenance, logistics, engineering, IT systems, safety, training, program planning, and quality assurance.
  • Lead the integration of multiple associate contractors, ensuring unified mission execution, de-confliction, and coordinated support to INL/A global operations.
  • Oversee contract-wide risk management, safety oversight, and compliance with all ICAO, FAA/FAR, AR 95-20, INL/A directives, and government aviation standards.
  • Ensure the program meets all reporting, deliverable, documentation, and audit requirements; maintain timely and accurate program information and data submissions to the Government.
  • Direct the development and execution of long-range strategic plans, capability improvements, fleet modernization initiatives, and mission alignment with INL/A goals.
  • Ensure all contract activities adhere to U.S. export controls (ITAR/EAR), security requirements, and host-nation regulatory standards.
  • Provide executive leadership for contingency response, surge operations, rapid mobilization, and crisis coordination.
  • Maintain oversight of program staffing, including recruitment and retention of highly skilled aviation professionals across multiple geographic regions.
  • Represent the contractor in executive-level reviews, program evaluations, operational planning sessions, and performance assessments.
  • Lead communication and coordination with HII-MT corporate leadership, ensuring alignment with corporate governance, reporting requirements, and strategic objectives.

What We Are Looking For

  • 10 years relevant progressive experience with Bachelors in related field; or 8 years relevant progressive experience with Masters in related field.
  • Bachelor’s degree from an accredited university.
  • Minimum of 15 years of program management experience, plus 20 total years of professional experience.
  • Prior experience managing large, complex, multi-project programs exceeding $20M lifecycle cost, including cross-organizational leadership responsibility.
  • Demonstrated experience supervising, mentoring, and managing project managers and general managers.
  • Proven success in high-level customer engagement, executive reporting, and senior-stakeholder coordination.
  • Ability to manage strategic planning, performance assessment, resource allocation, and program integration across multiple global locations.
  • SECRET clearance required.

Preferred: Bonus Points For..

  • Advanced degree preferred.
  • PMP certification desirable.
  • Executive presence and proven success leading large, complex aviation or technical programs.
  • Exceptional communication skills with the ability to represent the program at senior government and corporate levels.
  • Strong negotiation, coordination, and customer-relationship skills, especially with DOS INL/A and multi-agency stakeholders.
  • Deep understanding of aviation program management, sustainment, quality, safety, and international operations.
  • Demonstrated mastery in leading teams through complex operational, regulatory, and geopolitical environments.
