Summary

This position is located in the Bureau of Human Resources, Organizational Analysis Division, Systems Oversight Division (HR/OTA/SOD). SOD is responsible for the support and oversight of HR Data Policy and Management; HR information system oversight and production support; and Foreign Service Processing.

Duties

Help

  • Independently processes HR actions in accordance with the Guide to Processing Personnel Actions.
  • Represents the bureau(s) HR program at interagency meetings and forums.
  • Collaborates monthly with the Office of Performance Evaluation (PE) to ensure the accurate processing of promotions and pay setting for Foreign Service Officers.
  • Manually process leave without pay (LWOP) personnel actions with a high degree of accuracy, including position number changes, LWOP extensions, return to duty, and recalculation of service computation dates (SCD), in compliance with federal policies.
  • Collaborates annually with PE to accurately process Meritorious Step Increases (MSIs) and Meritorious Cash Awards (MCAs) for Foreign Service Officers to include pay setting for salary increases and awards recognizing outstanding performance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following

  • Experience coding and/or processing personnel actions in Global Employment Management Systems (GEMS) in accordance with the Guide to Processing Personnel Actions (GPPA).

About the Job

There is no substitute of education for specialized experience for the GS-13 position.
